Most people do not read the fine print. While it's "their" platform, policy updates are pushed frequently without the end-user needing to confirm receipt. Instagram's policy says it collects information. It doesn't say that it listens and analyzes to take action. Note that Instagram's post about the new policy is dated February '21, but their TOS says last update is December '20.
